Ameren Illinois is the electric delivery utility for Quincy and essentially all of Adams County. Here’s the real breakdown, not a one-size-fits-all pitch.
Ameren Illinois
West-Central IllinoisAmeren Illinois serves Quincy, Payson, Mendon, Golden, Camp Point, and essentially all of Adams County. Since January 1, 2025, new solar customers are placed on Smart Solar Billing instead of legacy full-retail net metering; exported energy is credited against the supply portion of your bill, not the full retail rate. At interconnection, Ameren has you choose between kWh usage netting and monetary value netting, a permanent choice for the system’s life. New systems are also eligible for a one-time $300-per-kilowatt Distributed Generation rebate, plus a separate one-time $300-per-kilowatt-hour battery rebate; neither recurs, and each pays once. The battery rebate requires enrollment in one of three Ameren rate programs (Peak Time Rewards, Real Time Pricing, or Power Smart Pricing) — not automatic just because you added a battery.
If your Quincy-area system was installed and interconnected before December 31, 2024, you keep full legacy net metering for that system’s life, up to 30 years. We confirm exactly which terms apply before you sign anything.
Illinois Shines: How the Incentive Actually Works
Illinois Shines is the state’s Adjustable Block Program, administered on behalf of the Illinois Power Agency. Here’s how it works for a Quincy-area system: your solar array creates Renewable Energy Certificates (RECs), the tradable proof that clean energy was produced. An Approved Vendor can sell those RECs into the program for payment, typically used to offset your system cost.
