MidAmerican Energy is headquartered in Des Moines, Iowa, with a smaller, more concentrated Illinois footprint than ComEd or Ameren Illinois: more than 86,000 electric and natural gas customers in Moline, Rock Island, East Moline, and Silvis. Illinois net metering here runs on two tariffs named directly on MidAmerican’s own rate schedules: Rate NM for applications completed before January 1, 2025, and Rate NEM for anyone applying on or after that date.
Legacy Rate NM credits delivery, supply, and fees at the full retail rate, with unused monthly credits rolling forward but expiring annually. Rate NEM bills delivery on your total energy received and credits only the supply-side portion of your excess generation, structured either as a one-for-one kWh credit (a non-expiring volumetric offset unaffected by rate changes) or a monetary credit (a dollar value tied to current rates); time-of-use customers get the monetary-credit option only.
This January 1, 2025 transition mirrors the same statewide reform that reshaped ComEd’s and Ameren Illinois’s programs; all three utilities implemented it under the same Illinois net metering law. Illinois Shines also operates in MidAmerican’s territory, so REC-sale mechanics work the same way here. We confirm exactly which rate and program terms apply to your account before you sign anything.
Illinois Shines: How the Incentive Actually Works
Illinois Shines is the state’s Adjustable Block Program, administered on behalf of the Illinois Power Agency, and it applies statewide, including in MidAmerican Energy’s Illinois Quad Cities territory. When your solar array generates electricity, it creates Renewable Energy Certificates (RECs), the tradable proof that clean energy was produced. An Approved Vendor can sell those RECs into the program in exchange for payment, typically used to help offset your system cost. SolQ is a registered Designee under multiple Approved Vendors participating in Illinois Shines. We are not the State of Illinois, the Illinois Power Agency, the Illinois Commerce Commission, or MidAmerican Energy, and we don’t control REC pricing or program capacity.
