Morgan County / West-Central IllinoisAmeren Illinois serves Jacksonville, South Jacksonville, Waverly, Meredosia, Franklin, Murrayville, and the rest of Morgan County. Since January 1, 2025, new solar customers are placed on Smart Solar Billing instead of legacy full-retail net metering; exported energy is credited against the supply portion of your bill, not the full retail rate. At interconnection, Ameren Illinois has you choose between kWh usage netting and monetary value netting, a permanent choice for the system’s life. New systems are also eligible for a one-time Distributed Generation rebate of $300 per kilowatt of installed capacity, plus a separate $300 per kilowatt-hour rebate for battery storage; neither is recurring, and each is available only once per system. The battery rebate requires enrollment in one of three Ameren Illinois rate programs (Peak Time Rewards, Real Time Pricing, or Power Smart Pricing), not automatic just because you added a battery.

Illinois Shines: How the Incentive Actually Works
Illinois Shines is the state’s Adjustable Block Program, administered on behalf of the Illinois Power Agency to help the state meet its renewable energy goals. Here’s how it actually works for a Jacksonville system: when your solar array generates electricity, it creates Renewable Energy Certificates (RECs), the tradable proof that clean energy was produced. Through Illinois Shines, an Approved Vendor can sell those RECs into the program in exchange for payment, which is typically used to help offset your system cost.
